Plastic Recyclers Under Pressure: Cheaper Virgin Plastic from US and China
The current National Waste Management Plan (LAP3) is coming to an end. What will replace it is the Circular Materials Plan (CMP) — a new course that revolves around smarter use of raw materials, further reducing waste and setting up circular chains.
The CMP was initially scheduled to come into effect at the end of 2023, but this has now been postponed to the end of 2025. It may sound far-fetched, but we are already living in June 2025. So it's time to take action.
What exactly is the CMP?
The CMP is the government's new policy framework for how we deal with materials, waste and reuse in the Netherlands. Where LAP3 focused primarily on waste processing, the CMP looks broader: it stimulates the use of fewer raw materials and more circular solutions throughout the chain. Think of prevention, design, production and recycling.
For companies this means: stricter requirements, different permit procedures and more responsibility in the area of sustainability.
What will change in concrete terms?
• More emphasis on waste prevention and reuse
• New guidelines for permits and reporting obligations
• Mandatory substantiation of circular choices in the chain
• Potential implications for the processing, collection and reporting of waste streams
What can you do now?
Although the CMP will not come into effect until the end of this year, now is the time to get the basics in order.
For example by:
✅Mapping your waste flows
✅Evaluate your current waste policy
✅Identify (and utilize!) circular opportunities
✅Involving your chain partners in sustainable choices
What can we help with?
We support organizations that want to move forward — or need to move forward. Think of:
🔹A Quick Scan to identify waste flows and savings opportunities
🔹Advice on chain collaboration and circular solutions
🔹Support for permits and legal obligations
🔹Insight via our online dashboard: costs, flows, reports and CO₂ impact
Whether it concerns manufacturing companies, distribution centers or retail organizations — the opportunity to do it smarter
is there for the taking.
Looking ahead is now more important than ever
The CMP requires action. But also insight, structure and the right knowledge. And we are happy to help you with that.
Because the better you are prepared, the easier it will be to comply with the new rules later on — and the faster
you make a sustainable impact.
